Sope Of Work
Contractor(s) will provide employee and labor relations legal services to South Coast AQMD management, which may include:
A. Advising and, as requested, representing South Coast AQMD as legal counsel during labor-related contract negotiations and administering and interpreting memoranda of understanding.
B. Advising and representing South Coast AQMD in litigation, administrative hearings, grievance proceedings, and in responding to equal employment opportunity, discrimination, and harassment complaints and other employeerelated legal matters.
C. Providing expert legal advice to assist South Coast AQMD in meeting its legal obligations as an employer, including required sexual harassment training, providing legal counsel with respect to relevant state and federal rules, regulations, legislation, and case law relating to recruitment, discipline, worker health and safety, discrimination, leave obligations, and a variety of other matters affecting terms and conditions of employment.
D. Providing legal counsel to South Coast AQMD’s Governing Board and executive management on employee relations issues that impact South Coast AQMD operations, including reviewing personnel rules and policies; and preparing findings of law, opinions, and other legal correspondence.
E. Attending, as requested, labor-management committee meetings, meet-andconfer sessions, and other meetings related to employee relations matters.
F. Assuming legal responsibility, as requested by South Coast AQMD, for legal activities pending at the time contract is executed.
G. Cooperating, as requested by South Coast AQMD, in concluding pending legal activities and in providing status reports and all necessary legal information required to transition work to a successor law firm at the conclusion of the existing employee relations litigation and/or negotiation services contract.
